ok, in the edits that get done when adding the portal, you just need modify them to allow the navbar to show. if you can zip your overall_header.html and post it here, i can edit it for you

The Portal looks alot nicer with the navigation bar !

i will need moderator or admin permissions in order to be able to see what is missing and what needs to be changed to fix it
