it's possible that the board cache had an issue. i did purge it to eliminate that being an issue

Just installed Bluespace 3.1.9 on my test site and see no issues. Am I testing the right version?

Bluespace 3.1.9 is for phpBB 3.1.9 so yes, it's the right version ;)
